When you tell your ftp client to "resume" a download, you are basically
asking it to send a "REST X" command to the ftp server, where "X" is the
position to start the download from (normally the local file's size).
So when the ftp server receives the REST command, if X is valid, it sets
the file's position (stream.position) to X automatically and starts sending
the file, reading from X down to the end of the file.
