That is not a valid URL to begin with.  The "file://" protocol represents
the local filesystem, however the rest of the URL represents an HTTP address
instead and is not valid for a local filesystem, so it should be using the
"http://" protocol instead.  In which case, you can then use the TIdHTTP
component to download the file.
