Do not set the BoundIP for a client to "127.0.0.1".  It has to be an actual
IP address that is really in use by your internet connection or ethernet
adapter.  Otherwise leave the BoundIP value empty so that WinSock can
internally choose the best routings to use for any addresses that you try to
connect to.

That is not the correct property to set.  You should be setting the Port
property, not the BoundPort.
