Yeah.  Why not?

Windows machines can talk to Unix boxes - TCP is a standard IP protocol &
clients can connect to servers no matter what they'e implemented on.

To use WM_COPYDATA, or other Windows messages, you will need a Window  and a
thread with a message loop.
