Microsoft Sockets don't support SO_DONTROUTE. They are ignored by AF_INET
socket, fails on AF_INET6 sockets, and not supported by ATM sockets.
Besides, SO_DONTROUTE has nothing to do with routers anyway. All it does is
tells the socket not to use the OS's router table to decide which installed
network adapter interface to send a packet to, but instead allows the
application to send the packet to an interface directly.
