No, it is not missing.  Where did you get that idea from?

The newest file in the release version is dated 11/12/04.  That is 7 months
out of date.  The snapshot is updated daily.  You should be using that
instead.  IdGlobal.pas, the unit that declares RawToBytes(), has had 14+
revisions since 10/27/04, which was the last time the release version of
IdGlobal.pas was changed.  The snapshot version was last changed on
6/9/2005.
