Inherit from TIdCustomTCPServer instead.  TIdTCPServer requires an OnExecute
event handler to be assigned.  TIdCustomTCPServer does not.  The only
difference between the two is that TIdTCPServer promotes the OnExecute event
to published, and requires it to be assigned before the server can be
actived.  There is no other differences between the two otherwise.
TIdCustomTCPServer does all of the actual work.
