As it should be.  You are not supposed to be using the IdDecoder class for
that kind of data.  You need to use the DecodeHeader() function of the
IdCoderHeader unit instead, ie:

    s :=
DecodeHeader('=?646?Q?Boletim_Dicas_de_Portugu=EAs:_acentua=E7=E3o?=');
