It is a component that tries to determine what the currently available IP
address is for machine, and to keep a running history of IP addresses as
they change over time.
However, it does not support multiple network adapters installed on a
machine. It retreives whatever the socket API reports as the first
available IP address, ignoring the rest if present. It also cannot
determine if the machine is "online" through an Internet connection that
comes from another machine on the local network, since the local machine's
IP does not (usually) change in that scenerio.
