The error is correct. That is not a design-time package. It is a
run-time package. You should not have tried to install that package
in the first place. The instructions do not say to do that.

That is another run-time package.

They are both run-time packages, not design-time packages. The
design-time packages that can be installed into the IDE begin with
'dcl' in their filenames.
