That is to be expected. ICMP requires the use of RAW sockets, which are
limited to admins only.

Don't use TIdICMPClient. Microsoft has its own DLLs that you can interface
with instead, which (surprise) are able to bypass the security checks that
Microsoft enforces on everyone else. Search around for more details. I
know this has been discussed before.
