It shouldn't. Any exceptions that are thrown from the event handler are
caught internally and the Exception Message used to send back an error reply
to the client, nothing else. The TIdFTPServer will not disconnect the
client if you throw an exception. So the client is probably simply
disconnecting itself when it recieves an error from the server.
