All TransferTimeout does is sets the ReadTimeout on the data
connection. ReadTimeout is not an absolute timeout. It specifies the
number of milliseconds between individual bytes, not for the entire
operation as a whole. As long as the server is sending 1 byte every
60000 ms or less, no timeout exception will be raised.
