Yes, as long as the FTP server has enough passive ports available on
its end.

That is irrelevant, since the ports will be different on the server
side.

It doesn't have to.  You will be binding your clients to the local
machine, not the router.  The router will allocate its own sockets to
connect to the server, and forward the packets back and forth with the
sockets that the clients connect to the router with.  It doesn't
matter of the clients are bound to the same IP/Port.  There are two
distinct connections that the router can still differentiate between
as needed.
