I couldn't find any place to report issues in Indy on the indyproject
(The one link there was a dead link) website so I thought I'd do it
here. Placing an TIdHTTPServer will bind on ipv4 and ipv6 by default,
accessing it through IPV4 will work fine, however using ipv6
(http://[::1]:8099/ if you bind on port 8099) will use all available CPU
and not return. Easy to reproduce, new VCL app:

object IdHTTPServer1: TIdHTTPServer
  Active = True
  DefaultPort = 8099

Run the app, go to http://[::1]:8099/
