Are you referring to the main headers at the very top of the message? If
so, then you have to manually decode the message body before Indy can then
process the decoded data into its individual parts. Indy does not
automatically decode data at the top-most level, as doing so would require a
two-step decoding process that does not currently fit into Indy's on-the-fly
