Indy does not automatically decode the top level of the message.  If the
entire message has been encoded, then you are responsible for decoding it
yourself (unless it is an attachment, that is).  Indy can only decode the
inner parts of the message, provided that the overall message is not encoded
(or is at least 7bit or 8bit).
