I ran into this issue last week because I was not implementing the TOP
command, using the TIdPOP3Server.OnTop property.

To work with Outlook 2007, you should at least these event properties
implemented:

  FIdPOP3Server.OnCheckUser
  FIdPOP3Server.OnList
  FIdPOP3Server.OnUIDL
  FIdPOP3Server.OnStat
*  FIdPOP3Server.OnTop
  FIdPOP3Server.OnRetrieve
  FIdPOP3Server.OnDelete
  FIdPOP3Server.OnReset
  FIdPOP3Server.OnQuit

Also, your OnUIDL and OnList events will need to handle a blank AMsgNo
parameter (AMsgNo = -1), and reply according to the RFC
http://tools.ietf.org/html/rfc1939).
