No.  That has nothing to do with the boundary.  That comment only applies to
string literals that are in the source code, in this case the '--',
'base64', and 'quoted-printable' strings.  When the source code is passed
through a translator, the comment prevents the translator from localizing
any string literals that the source code requires to remain untranslated.
