indy10.1.5 and current build (2006-04-28)
When constructing a SMTP message (or any header for that matter) the
Date header item does not include a UTC time offset.
This appears to be because the OffsetFromUTC in TIdSysVCL is not
virtual, and the OffsetFromUTC in TIdSysWin32 is not set to Override.
Once TidSysWin32 is changed to override, the OffsetFromUTC is called
The override is in the code but is commented out.
So, what is the reason for writing it like this?
